Marine Mammal, “Takes,” NOAA file RIN 0648–XA507


We have previously attempted to submit comments to NOAA and its Dept. of Fisheries regarding marine mammal takes. This started last fall when we, champions forcetaceans.com, attempted to stop the Navy with their plan to, “take,”  2.2 million marine mammals during a 5 yr. testing program in the Northwest Naval Testing Area (Pacific waters adjacent to the coast of Wash., Or., & Northern Cal.). In that regard our entry came at such a late time, our comments missed the deadline by a few days. Below I have copied the nuts and bolts of another permit delineating a permit that would harass 19 species of marine mammals.

My question is, has any one or group of individuals viewing this page submitted comments on this proposal or in the process of said. We are in the process of organizing the Portland Day of Awareness for the Dolphins of Taiji  on Sept. 1st. This is very time consuming, however when a large number, not mentioned in data below, but 19 different species will be harassed,  members of this page should at least be informed.

DEPARTMENT OF COMMERCE National Oceanic and Atmospheric  Administration                                     Takes of Marine Mammals Incidental to Specified Activities; Low-Energy Marine Geophysical Survey in the Western Tropical Pacific Ocean,  November to December, 2011       SUMMARY: NMFS has received an application from the Scripps Institution of Oceanography (SIO) for an Incidental Harassment Authorization (IHA) to take marine mammals, by harassment, incidental to conducting a low-energy marine geophysical (i.e., seismic) survey in the western tropical Pacific Ocean, November to December, 2011. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an IHA to SIO to incidentally harass, by Level B harassment only, 19 species of marine mammals during the specified activity                                                            DATES: Comments and information must be received no later than August 29, 2011.
